ViacomCBS have a investors call on the 15th February, no doubt more information and most likely an official launch date will come out of that.

Hopefully it will be on NOW tv, especially with the halo tv series coming on paramount plus.

If it does arrive on NOW, it'll be a chargeable option - it's only free for Sky Cinema subscribers, not Now Cinema.

It's because Sky wants to head in the direction of having subscriptions as part of its packages. Much like Netlfix.
As much as I would have loved to get Paramount+ as part of my NOW cinema membership, its clear now that the direction of the two are different. Even though being part of the same overall company, NOW in my opinion will soon only be Sky branded channels, whereas Sky will be the home for all apps and having the billling directly through them.
If Disney+ is any indicator of the price for Paramount+ then it could be rather cheap, maybe £4.99 or round about that.

This guess is sometime in March and the cost is unknown but it is free if you have Sky Cinema (but not with Now).

Wait till tomorrow. ViacomCBS have a quarterly call in the evening 915pm UK time.
During their last call in 2021 they said we will give an update on our streaming strategy in the next call for 2022.
My bet we will hear full details of when and how much it will launch.
As a guess I'm going with 21st March.
