NGN numbers

Could I please know when did 0345 become NGN numbers. I thought they were chargeable at local rates?

0345 numbers have always been NGNs to my knowledge, in that they're not specific to a particular geographic area. They are charged at the standard rate for all 03xx numbers, though.

01, 02 and 03 numbers should all come under the same Sky Talk Tariff: either 20ppm or inclusive.  There's no particular distinction for 0345 and as @Mark39 indicates they have always been UK-wide NGN.  Sky Talk, like many other tariffs, doesn't have a 'local' rate as in these days of IP core networks the distinction between 'local' (i.e. 'on the same exchange') and 'national' really doesn't exist any more.
