My contract is being cut off on the 31st, is this midnight before or after?

Will I still be able to use my broadband and services on the 31st or is it cut off on the midnight before?

If you've cancelled, your service may end at any time on 31st. It depends on when Openreach disconnect you.

If you haven't cancelled and it's simply your minimum contractual term ending, nothing will happen. Your service will continue as normal, but you'll be charged the standard rate.
