You will not be able to cancel if you are in a contract unless you agree to pay the remainder of it off and even then they are within their rights to make you see the contract out.

Re: Disconnect wrongly
You were incorrectly advised I'm afraid. Sky CS agents can't prevent the restriction. It's an automated process. When your services are restricted any calls to Sky will automatically prompt you to pay what you owe first. Before they reinstate your services you will have to pay the arrears and also set up a new continuous payment method. If your payment is two or more weeks overdue you will also have to pay the next bill as well. If your account remains in arrears for 56 days Sky may terminate the account.
[Depending on your previous payment history you may be able to pay all but £25 which will then be added to your next bill, although this does NOT apply for a Sky Mobile restriction].
If you can’t pay all now you can pay what you want, when you want, but until the bill is paid off in full Sky will not reinstate your services. Sky don't allow payment plans on overdue live accounts, nor will they consider promises to pay.
Once your payment has cleared and is in Sky’s account your services should be reinstated, but be aware this may not be instant, especially at a weekend when the banks are closed.
If you disagree with Sky about a charge or payment etc, then once you’ve done the above you should be able to talk to Customer Services to resolve it.
NOTE: I only provide help on the forum boards and NOT via Direct Messaging

@gemma624 All customers are in a contract whether you wish to believe that or not. By taking services from Sky have already agreed to the contract, I suggest you read the T & C's they apply to everyone, including yourself.

I have every sympathy for those struggling financially. There but for the grace of... Nevertheless, one's financial situation doesn't make Sky a 'disgusting' company.
