Hi I cancel my tv and broadband package since the 1st September so why do I have an outstanding amount?

Not "us guys" as we are customers like you as you can see on our posts.
If you gave notice to cancel on 1st September was it your TV that you cancelled because if so that wouldn't have happened until 1st October so up to that date you bills are created as usual so once your last bill has been paid and overpayment should appear as a credit that can then be refunded to you.
