There is no set date of when this will be applied but sooner or later it will be. If you do have the equipment then once you have returned it you should be able to get a refund but you must keep the proof of posting receipt.

@PotatoBrain Note that paying the non-return fee still doesn't transfer ownership of the equipment to the customer.
