I contacted sky regarding my package but they have not adjusted it who do I contact to get this resolved as I am not going to overpay until this is resolved

If you've reduced your package you may be in a 31 day notice period before the changes take effect. Have you checked whether your future bills reflect the price you're expecting? 

Remember that you can't withhold payment as that would cause you additional problems including your services being restricted.
