Roaming charges for missed calls when in airplane mode

I travelled to Asia and before leaving, I turned off data roaming, mobile data and put my phone on airplane mode. 
I got a spend cap limit message from sky a couple of weeks later and when I checked my next bill, there were calls outside my plan. 
I checked and all the calls were missed calls (you know those spam calls)

and some of these had left voicemails (which also added to the charges). 
My call log doesn't show any missed calls so I wouldn't have known these were coming through. I definitely didn't access  my voicemail. 

When did all this change? 
I'm sure a few years ago, turning off mobile data and roaming was all one had to do to avoid additional charges. 
It seems this has changed to find a way to continue charging users. Doesn't seem like fair practice. 

 

Ps. queried with Sky and all they said was to do all the above and lower my spend cap.

I've received WhatsApp messages from friends and family saying that when they try to call my number, it's says it's not connecting.  This feels like mobile industry scamming us because they know we can't control who calls us..

@Chaos2Peace Something has gone wrong here because you are quite correct. Turning off mobile data and data roaming stops accidentally connecting to the Internet and incurring charges. 

Turning on Airplane Mode stops any calls and SMS (Text Messages) incoming and outgoing.

This is what we do and never incur any changes.
