£4.68 per minute to call the UK.

You aren’t talking to Sky Customer Services here. This is a forum where customers try to help other customers.
If your services are restricted, then before Sky reinstate your services you will have to pay what is owed and also set up a new continuous payment method. If your payment is two or more weeks overdue you will need to pay the next bill as well. Any calls to Sky will direct you to make a payment.
If you can’t pay it all in one go you can pay what you want, when you want, but until the bill is paid Sky will not reinstate your services. Sky don't allow payment plans on overdue live accounts, nor will they consider promises to pay on or by a certain date.
Once your full payment has cleared and is in Sky’s account your services should be reinstated, but this may not be instant and it takes longer at a weekend when banks are closed.

As @PandJ2020 says, you almost certainly joined a local cellular network and then had something (even a background app or phone service) using data: as little as 30 megabytes would cost that much, and even receiving voice calls is painfully expensive.
