Partner moving out

A person I supports partner is moving out.  He has a sky TV contract in his name and she doesnt wish this to continue and cant afford it.  If he doesnt transfer it to his property, what can she do about it

If she pays for it, she should cancel her payment instructions. There's nothing else she needs to do. It's not her responsibility. Sky will pursue the accountholder if he doesn't pay  i.e. him, for payment and to return the Sky equipment.

He pays it, I thought she would be fine, but didnt want to give her the wrong advice.

In that case, yes, it's entirely up to him to sort it out. It's him that Sky will pursue if he doesn't.
