Because it's been restricted and I have money to get it off and sky wants to full amount that I have not got and a would like for someone to phone me please

be restricted if you have an overdue bill until you have paid the money owed to Sky.

When services are restricted due to non payment Sky won't accept part payment, they require payment in full, until the balance is cleared services will remain restricted.
No Sky advisor can override the system as this is Sky's policy for all customers.

Well I haven't got the full amount but was told on the phone 2 weeks ago I was only to pay half of it

When you pay the remaining amount then the services will be reconnected.
However, you may incur a late payment fee of £10 and if you are particularly late you may have to pay next month's bill in advance as well. I believe accounts can be terminated after failing to pay for 2 months.
You may be able to call 150 but the line may simply ask you to pay before it will connect.
