Fraud or Not?

I have been on to the phone twice today, spoke to 2 different advisors, both said if I cancel Sky, my wife could join as a new customer, wouldn't have to wait for 12 months, I replied that if she did that, to avoid higher charges at the end of the 18 months, she cancelled and I joined as a new customer and we can continue this indefinitely, I was told this is fraud, but how can it be? To me, seems like a legal loophole which could be exploited.

As @Mark39 indicates, that's not a legal issue, but Sky can choose to accept or reject any request for service on those terms as they see fit: I'd observe that they've had 35 years experience of spotting such things and it's in their own interests to protect their profit margin.
