Sky don't pay EE. The customer pays the early termination fees and Sky reimburse the customer.

Sky would only credit back up to £100 for broadband and up to £100 for TV. Please read below about Sky switching credit

You appear to have misunderstood how this works as you pay EE then you can claim up to £100 in credit for TV and another for broadband after the services have been moved to Sky.

Under the current system payment cannot go from the gaining ISP to the losing one because that would require an exchange of customer information which breaches data protection principles.

Unfortunately the switch credit reimbursement process may well cause confusion,  particularly when one-touch-switch apparently promises to 'sort everything out' without the customer needing to contact the provider they are leaving: this cannot be the case where early exit fees are involved.
