Charged but never used

I await openreach installation of cable connection, gets delayed every week. But I get billed for streaming, which I have never done.

If you've purchased a stream device then you are charged after 21 days of receiving it.  (It's in the terms)

I am just another Sky customer and my views are my own even if you don't like the answers

Your Sky Stream bill is created up to 21 days from delivery as per this:

Important: Just so you know, if you don’t activate within 21 days of delivery, we’ll activate it automatically and your billing will start.

 

Although you can't use it yet once you can you are free to ask Sky if they will credit you back for this. You might also qualify for broadband compensation credit if your activation date has been delay as per this:
