Broadband charges
I would like to know why I'm still having to pay the £39.75 when I have just changed over to broadband and talk which is £27

How long ago did you negotiate the new rate? Your bills may take a day or two to update. As bills are generated 14 days before the payment date that might explain the most recent charge.
