Sky don't accept promises to pay, I'm afraid.

Unfortunately non payment of bills will lead to services being restricted unless payment is provided. Payment holidays/plans are only available on items taken out under a credit agreement like mobile phone hardware of the Sky Glass TV, the subscription servies have to be made monthly when due in full.

The number is on sky's help page.  However, if your services are restricted due to non-payment then you cannot speak to anyone unless you pay if the system identifies you.  You may be able to circumvent by using a number they don't recognise but even then it is unlikely they will resume services.
