I'm due get get fibre broadband in and the man who came said my bill will go down and infact it has gone up

I doubt the engineer will know anything about what you should be paying.

 

Have you looked at future bills as your first one after the installation will most likely cover more than the usual 4 weeks as it will cover the period from the installation date to your billing date plus the next 4 weeks.
