Sky won't accept a promise to pay: the balance needs to be cleared and a new method put in place before service is restored.

It doesn't work like that I'm afraid, if you have an outstanding amount on it now then it has to be paid now before your services are restored.

It's an automated process, I'm afraid. Once your services have been restricted, the only way to get them reinstated is to pay the outstanding amount.
