Constant progress with blue screen, help need it

I am having a blue screen on most of the SKY channels. Some of the HIT channels are working fine - animated most likely, rest is off especially during the day - that is nt the weather for sure as it was sunny last time and half of the channels ware dead
All resets, changing HDMI, cables off for 5min not doing much of difference.
If that will not change, I will be forced to put complain and freeze my payments for service which I simply haven’t got
I am living in block of flats - but the building is only few years old
