One of the queries here appears to be a billing issue . IE Whether the customer is being billed for superfast or essentials and what difference that would make

The flagship Government project for properties outside the realistic deployment of commercial FTTP is the 'Gigabit Voucher' scheme.

I'd observe, however, that while this may be potentially viable for a community gathering together to pool the resulting capital, by itself each 'voucher' covers at most perhaps a few metres of highway duct or a handful of 'telephone' poles.

Looks like Starlink might be the way to go. Expensive but worth it.

Realistically optical fibre is unlikely to reach everywhere: the use of alternative (non-cabled) delivery pathways such as satellite, WISP and 5G has always been anticipated for some of that last 20% of addresses.
