Sky has deals for 30£ with more than 100 mb/s, but I pay 39£ for 30mb/s because in my area that's the max speed. It is quite not fair.

FTTP can be cheaper at wholesale pricing than FTTC: once in place it has a considerably lower support cost, and it's also currently on incentive pricing to encourage uptake. There's no obligation on ISPs to be 'fair', and until FTTP is everywhere that's not possible anyway.
