Netflix Activation

I have just recently reviewd my package and started a new contract and also updated my email address

Spent an hour with you trying to activate Netflix to no avail and was told I needed to speak to Netflix

Spoken to them and they have said that YOU need to activate my account? 

Everytime I get to a point of finishing sign up it wants me to pay for a subscription

HELP PLEASE
