HBO Max Activation

I am trying to activate my HBO Max subscription but I keep getting the following error message. "This Partner Subscription Can't Be Activated Right Now". 

Any suggestions on how to resolve this?

HBO does not need activating for Sky Plus customers!

I don't think I have Sky+ then. When I log into my Sky account, it shows that HBO needs to be activated. Every time I try to activate it, I get that error message and saying it is not available in my region.
