This is on your CHANGE TO SKY FEB 2023 -
So why is this happening? we prefer to watch London as a regional bit of BBC tv instead of N.I. so if you are Closing it in SD , when are you going to open it again in HD ? Or are you stripping us of watching because "we're not londoners" ?? who cares where you're from. Its a better channel to watch regional news to me and also it sticks on match of the day earlier when there;s some rubbish N.I programme going on too late..

I suspect the reasoning why BBC One London SD closed and was not replaced by BBC One London HD in Ireland is because the Red Button functionality is not available in Ireland and a duplicate channel without Red Button data has to be made available for Ireland.
There are Ireland duplicates of BBC One NI HD, BBC Two NI HD, BBC Three HD/SD, BBC Four HD/SD, CBBC HD/SD, CBeebies HD/SD that don't have Red Button data.
I suspect that with the eventual remove of all BBC SD channels next year and that not having BBC One London HD in Ireland is a "cost-saving measure" for the BBC.
The agreement with BBC and RTÉ on Sky is that if RTÉ One and RTÉ2 are available in Northern Ireland, BBC One and BBC Two are available in Ireland (and vice versa). BBC Three, BBC Four, CBBC, CBeebies are additional channels from the BBC (provided at BBC's discretion), with TG4 being an additional channel in Northern Ireland.
So the BBC are fulfilling their agreement by having BBC One NI HD and BBC Two NI HD available in Ireland. BBC Two HD (Eng & Wales) (previously on 347), BBC Two SD (Eng & Wales), BBC One HD (Generic) and BBC One London SD were provided in Ireland at the BBC's discretion.

Repeat steps 1 to 5 and 17 to 18 to watch.

BBC channels are free-to-air. This means that any satellite receiver (that's pointing to the correct satellite, like the one Sky uses) can receive it. There is no block/encryption on it. An example of a channel with a block would be the likes of Sky Showcase where one needs a Sky Viewing Card/subscription to view it.
Also, all ITV, Channel 4, Channel 5 channels and more are free-to-air. So while they are not on the EPG in Ireland, they can all be manually tuned in. All this channels can be found on the link I provided.
Also, the reason why it's so detailed is because I am writing it assuming one has never done this before. Also, in my first year of college (uni) many years ago, I did a module called "Problem Solving and Programming Concepts", which helps to detail instructions.
