Because Sky's software is all bespoke and apps need to be developed and supported by the third parties who own them for them to work on Sky devices. As a result, unlike Android or iOS based devices there is no app store than developers can just publish their apps to.

The apps on your TV are the responsibility for whoever the manufacturer is so unless you have a Sky Glass TV then it will not be a Sky issue.
