I have sky talk extra but made a call at 11am this morning for 28 minutes. Does anyone know the ppm charges for a call outside of 8am-7pm.

It depends which Talk package you have.

If you have the Weekends and Evenings package, inclusive weekday calls are from 7.00pm to 7.00am

Outside the inclusive times calls cost 25p per minute + connection charge. See the Tariff Guide for details: https://www.sky.com/help/articles/sky-talk-tariff-guide
