Recently changed my sky package and was told nothing would change but now I'm being charged for local calls can you clarify this please :

Which Sky Talk package do you have?

There hasn't been any such thing as a 'local call' (within the same exchange area at a reduced pence per minute charge) for rather a long time.

The Sky Talk products with calls bundled would be 'Evenings & Weekends Extra' or 'Anytime Extra'. 

The default 'Sky Talk Pay As You Talk' is reasonably self-explanatory.
