You will initially have to contact Sky to report it. You haven't actually said whether the line is working or not, just that it's loose.

@Tassy69 you'll need to report it to Sky, as @Daniel0210 posted. But if your landline is still working ok, they may not be able to report it to Openreach who are responsible for it.
You might be able to report it directly to Openreach, if it constitues a hazard: https://www.openreach.com/help-and-support/damage-health-and-safety
