Landline cable hanging down from post to house

The Landline cable has the bracket hanging off at the house end and the cable is hanging down - who do I contact to get this sorted?

You could try Openreach as it may be something you can report to them directly: https://www.openreach.com/help-and-support/damage-health-and-safety

If not, it would be Sky.
