having decorations done at home, discovered my phone line under carpet is frayed. Who do I contact to replace please? Thank you.

Is this the cable from outside to your master phone socket?

It's Sky that you would need to report it to (assuming they're your broadband/landline provider). They'll forward it on to Openreach who will do the work.
