My phone cable has come away from the outside wall, the clips have broken and cable is now just blowing in the wind. I have fear of some grabbing it and damaging it beyond repair. Can an engineer call to sort please?

I doubt Openreach will accept a fault report from Sky if your phone is still working ok. Might be quicker to ask a local handyman to put some new clips in.
