Not for Sky+ (where you've posted) as Sky no longer support Sky+.

We have to ask why the council removed the dish?

Becasue they installed a communal system and I dare say it would now breach any tenancy agreement given they have a SMATV system in place.

If there is a communal dish it would suggest an apartment block and quite a lot of councils disallow individual dishes to be installed,  certainly in these types of scenarios.

Some councils turn a blind eye to dishes on some blocks.  If they have gone to the trouble to install a communal system that would be a strong indicator that they dont want private dishes on the building,  Sky would or should refuse to install a dish in these cases as they should be aware there is a communal service available
