Not via Sky+ (where you've posted) unless you move an already linked box from another room.

With Sky+ your options are limited to an RF (aerial) cable connection between your Sky box and the upstairs TV - but you would need to make sure the upstairs TV is compatible with the analogue signal provided by your Sky box.

 

That aside, you would need to upgrade to Sky Q or Sky Stream, both of which offer an additional box to connect directly to your upstairs TV
