Yes, you need one Sky Stream puck for each TV you want to attach it to.
Worth noting you will also need to add Whole Home to your account in order to be able to order additional Sky Stream pucks. Sometimes if you add Whole Home and order one additional puck at the same time the £39.95 activation fee for that additional puck is waived.

As well as the advice from @MarkGoldsmith you need to make sure that the room you wish to use another Stream puck in can also receive a fast and stable enough broadband signal, otherwise it simply won't work.
Each Stream puck requires its own independent network connection - they do not talk to each other, they do not operate as WiFi repeaters nor do they link to a master box in the way that Sky Q does.
Make sure you have sufficient WiFi coverage or ethernet connections available.
