You'd better ring Sky and check exactly what you ordered, including the TV package. Did you order the Whole Home subscription?

Check your Sky account online and see if it lists you having 2 pucks. If it doesn't then it's clearly an error on Sky's part. Only one of the pucks will function without the Whole Home subscription so if you can check your account online and see the serial number of the puck you have been allocated you should be able to go ahead and activate it and use it as normal. The other puck should be returned to Sky because if you do anything else with it (such as sell it) and Sky ask for it back at any point then you will be liable to pay for it.
If you're in any doubt, just give Sky a ring and they will hopefully be able to sort it out for you as it definitely sounds like the error is on their part.
