Sky remote not working

initially would only turn off and on

batteries changed

remote batteries removed and off button pressed for 30seconds - batteries re inserted.

TV off

remote 7&9 pressed (4 led flashes)

1&3 pressed (2led flashes)

Now TV won't turn on

what else can I do?

After you do the 1&3 thing the sky box should take you through a whole setup process including selecting which TV you have. If it didn't do that, start again.
