SKY Q can work without an internet connection but only for Live TV (& recordings from it) .
It is quite restrictive as you can't watch any downloads / catch up etc. nor, of course use the apps. or most (if not all now) red button content from SKY Sports
For the minis to work they do need a router to be present to provide IP addresses etc - although AFAIK the router does not need to be connected to the internet
