Sky Q viewing card - can you pair without broadband?

My broadband is currently out of service.   Engineer booked but some days away. 

I received a new viewing card for the Sky Q box this morning but it won't pair to the box without an active BB connection.  

I've tried using personal hotspot on my Iphone - this works for streaming on my TV set and Apple TV box - but while Sky Qwill connect to it, it claims it is not then connected to the internet. 

Any ideas/tips?
