Sky Q remote wont pair

I'm trying to pair a new remote but failing. 

I first use 7+9 to reset the remote, power cycling the main Q box at the same time. The remote has new, known good, batteries. 

I used 1+3 and the 'remote setup' menu appears, but the process fails as 'unsuccessful'. 

The remote can navigate menus but I cannot get it to control the volume on the TV. 

This remote was previously used on a mini box and was controlling it and the attached TV fine.

Hi @James_OS   I would try pairing it using the Menu. Home -> Settings-> Setup -> Remote control. Did you get the remote from Sky?

Thanks, I've tried both ways, landing on the same 'Remote control setup' screen. When there, I hold 1+3 the red light on the remote flashes a few times, then the 'Setup unsuccessful' message arrives and says to try again with 1+3. 

Any other options?

I have successed! I turned off the mini box while retrying the process and it all worked fine.
