Technically the dish and cables are your property. You could call Sky and see if they will arrange an engineer f.o.c. If it's not affecting the satellite signal they may decline or charge you around £65.
After the recent storms it may be quicker, and potentially cheaper, to employ a local handyman to reattach it.
