I have all pins turned off but I keep getting asked for it while watching day time Tv

Afraidpin requirement will be needed at times due to Ofcom regulations.

That is an OFCOM requirement so no matter what settings you have changed you will still get asked for it on certain channels as they show age restricted content throughout the day before the evening watershed.

You'll be challenged for a PIN any time you change to a channel carrying post-watershed content before 21:00.  That's typically Sky Atlantic, Comedy, Documentaries and most of the Cinema channels.  It's the Mandatory Daytime Protection PIN which permits them to broadcast such things.

 

There are also oddities such as episodes of The Simpsons which trigger MDP.
