Can I get the CBS version of champions league football coverage on sky q via paramount,and do I have to sign up to the extra paramount plus subscription

Nope.

Sports rights are geographic as are tv, movies etc. That's why the US versions of Netflix, Disney + etc can have different shows/films available to the UK.
The only people who can - legally 😀 - show the CL in the UK is TNT.
