Message coming up when trying to watch recordings that there was technical issuesl

When watching a recorded programme the fast forward keeps freezing and us very slow then when watching picture keeps freezing and on occasions programme is only part recording with the message there seems to be some technical issues.  Also when watching netflix programmes keep breaking up.  I have turned of system completely a few times and also checked all my connections but to no avail
