Sky's pricing has always been like this. It's rare for any two customers to pay the same for identical services. It's entirely random as to which offers you may get on any given day.

If you can't negotiate a price you're happy with then give notice to cancel. (That in itself may extract a better offer)

Simple, if you're not happy with what you've been offered then walk away. If you wish to still have access to Sky channels then Now TV could be a option to look at.

Sky, like any other provider of goods and services, is making an offer to trade. You don't have to accept, they don't have to make a lower offer.

...or if you don't accept a deal and don't cancel then the contract continues on a rolling basis at full list price.

From recent posts on here it does seem that decent deals are increasingly hard to find. If you choose to leave the same will happen at the end of your discounted deal with whoever you go with. Once you've been away for 18 months you'll be able to rejoin Sky if you want and benefit from new customer discounts.
