How to re-pair viewing card without internet connection

I control the account for my mother's Sky Q. She uses  a dish, and does not have broadband.

Recently, when trying to access her sky sports channels, she gets a message saying her viewing card needs re-pairing. I followed the instructions here https://www.sky.com/help/articles/sky-viewing-card-help-activate-q  but this only works if you have an internet connection.

I tried the chat on sky help, but they just tried to sell me there broadband services which my mother does not need. I've searched high and low online but can't find anything on how to re-pair a viewing card for people with just a dish. Any help much appreciated

Tethering to a hotspot from a mobile phone may work.

You can't find anything because it's not possible. As PandJ says above, a phone internet commection should work and is presumably what the original installer did.
