Can you use the indoor camera outside? Is there anyway to make sure its waterproof?

It's absolutely not intended for that purpose, and has no moisture ingress prevention features or condensation proofing.
At the very least you'd need to come up with an entirely waterproof enclosure.

I suspect that wouldn't protect an indoor device sufficiently, and anyway I don't think there's currently any functionality within the app to support a second camera.

As for using the indoor camera outside.
It is not intended for outdoor use.
Your cover may protect it from rain, but not any kind of dampness from air or frost.
The open slot for the sensor bridge would also need to be sealed.
The usb power connector slot and its lead would certainly not be well enough protected enough for outdoor use.
