As you say you can not order a replacement sim if the original sim did not arrive so what you would need to do is to order the original sim again from here:
https://www.sky.com/shop/mobile/plans
Should you end up with two then make sure you only activate one of them so the other is cancelled.

As mentioned in the order email and track your order, if your sim has not arrived within 5 or 6 days of ordering, you will need to call Sky, for a replacement sim.
In the Sky help article below, click on 'No I still need help' for messaging and call numbers to contact Sky;
