eSIM verification code not sending: "Sending Failed"

Have an old iPad with physical SIM. New iPad arrived, is eSIM only. 

 

Using the My Sky app on old iPad, go in and select "Convert to eSIM", it prompts for a quick security check, and when I click "Send Security Code", it pops up a red message "Sending Failed". (Even with Wifi turned off.)

 

I tried speaking to Sky and was advised there was an issue to wait two days and they would fix it, then try again.

 

I tried again, no luck. Any thoughts?
