Hi I need to know if you can use WhatsApp in Spain (menorca) for free.

Hi when you say free WhatsApp do you mean say in the hotel. . Thanks

If the hotel has 'free' WiFi then it should work.

If you connect to a cellular service and make calls or use data then the roaming passport will be activated.
