The passport activates (assuming it's a supported country and not a 'Rest of World' location) if you make a call, send a text, or use over 10MB of data.

 

So, in theory, you can use less than 10MB each 24 hours for 'free'.  But that's a tiny amount of data and will be hard not to trigger.

@Caladave  10 meg (not gig) is a tiny amount of data and will be triggered in seconds once data is turned on in a modern smart phone.
